LinuxDriver gains manage_service() (NAPALM/napalm-linux#7, through the systemd mixin from napalm-device-types#5). QTS has no systemd, so QnapQtsDriver opts out with manage_service = None. netOrk asks whether that attribute is callable before it offers controls.

This needs to be merged before netOrk moves its napalm-linux pin. This repo is not pinned, so the next image build picks it up.

QnapQtsDriver inherits LinuxDriver, which now has manage_service() through
napalm-device-types' SystemdServicesMixin. QTS has no systemd, so every
action would fail. manage_service = None makes every capability check --
is manage_service callable -- answer no, so netOrk offers no controls that
cannot work.
