feat/service-clusters (#47) and feat/opnsense-public-contracts (#46) both
called themselves 4.17.0 and were merged one after the other: two trees
under one version. 4.17.0 stays the public contracts (83cd7db, pinned by
netOrk for #1113); the service clusters on top of it are 4.18.0.
