#46 (public contracts) and #47 (service clusters) were both released as 4.17.0 and merged one after the other, so two different trees now carry the same version.

4.17.0 stays the public contracts (83cd7db, which netOrk pins for #1113). The service clusters, which sit on top of it, become 4.18.0. The only change is the version number.
