A plain apt-get upgrade holds back what needs new or removed packages, and it can leave a node half updated. Proxmox documents apt full-upgrade. netOrk reads the attribute when it upgrades a host and runs apt-get dist-upgrade instead (MVP 5, step N4). It defaults to a plain upgrade for drivers that do not declare it.
Tests: pytest tests/ passes, 289 tests including the new test_full_upgrade.py.
