The override counted N upgraded in an apt-get upgrade --simulate run without a fixed locale (a German host prints "aktualisiert", so nothing was ever reported), dropped every inherited warning and hid held-back packages that FULL_UPGRADE installs anyway.

netOrk already rebuilt updates_available from get_available_updates() whenever that read succeeded, so the filter had no visible effect; now the driver names nothing and netOrk decides (NetOrk/netork#1111, NetOrk/netork#1146).
