run_device_action("fix_snmp") (base.py ~409) installs net-snmp, writes the application's config (_SNMPD_CONF: rocommunity public, Managed by netOrk, netork@localhost, the same text as napalm-linux), starts it and decides success from an snmpget probe.
Change: implement the steps of configure_snmp_agent (napalm-unix carries the net-snmp parts; this driver only the BSD service and package commands), then remove run_device_action. get_snmp_config keeps reading, but drops the assumed public/161/2c defaults when nothing matched.
Also openbsd.py: new_version is display text ("N patches: a … b"). Return the patch list as data.
#8 (sudo password into snmpd.conf) is fixed first, independently.
Part of NetOrk/netork#1105. Plan: NAPALM/napalm-device-types docs/STRUCTURE.md (branch docs/structure-plan).

Done: the four steps of configure_snmp_agent plus get_management_peer (0.3.0); run_device_action is gone; get_snmp_config no longer assumes public (community "" when nothing matched).
Rest:openbsd.py:82 still reports new_version as display text (the patch summary) instead of the patch list as data.
