Summary

napalm-standard ratchet measured a package directory that does not exist and wrote an
empty baseline without a word. Found while adopting the standard in
napalm-hpe-aruba-procurve, whose import package is napalm_procurve (NAPALM/napalm-hpe-aruba-procurve#19
sets [tool.napalm-standard] package). It now fails with exit 2 and names the setting.

Testing

Test first: a missing package raises in ratchet.run and the CLI exits 2 naming
[tool.napalm-standard] package. 96 tests, ruff, mypy strict.
