ServiceClustersMixin was released in napalm-device-types 4.18.0 (NAPALM/napalm-device-types#48). Version 4.17.0 is the public contracts release (#46), which shared that number for a short time. This raises the minimum to 4.18.0 and the version to 0.10.1.
