Closes #6.

check requires requires-python ≥ 3.12 (MIN_PYTHON). Merged only after all 20 driver PRs, so no driver's standard job goes red.

Tests (97) and ruff green locally.

napalm 5.0 and older import pkg_resources, which a Python 3.12 venv no
longer has; every driver's lowest job failed on it.
